Charlie Proctor is a Monster from the Monster World.

He appears with light greenish blue skin (Cyan in Monsters University (2013)), eight limbed tentacles consisting of two arms with 4 legs and a pair of eyestalks with seafoam-colored eyes and teal irises.
Charlie only wears a M.I. Work-hat with two eyestalks piercing though the two holes. He took his job as George Sanderson's Scare Assistant in Scare Floor F, which he screams "2319" thus, calling the CDA to eliminate any object from the human world. Despite his friendly attitude, he frequently freaks out after seeing all certain objects from the human world as the CDA take care of the situation. He also has an important role in the company as assistant maintenance.

- His surname is a reference to Phil Proctor, best known for voicing Sheldon's Dad named Bob, a seahorse in Finding Nemo and Finding Dory, Howard in the Rugrats Series and Drunk Monkey in Dr. Dolittle.
