Dina's Clown is an undead clown who was performing in a birthday party and got stuck outside during a tornado. He got impaled by party item debris and returned to life as a horrendous entity.
This character was created by Dina Cimarusti for the spotlight challenge of the Face Off season 7 episode "Scared Silly", in which contestants had to create a monstrous clown inspired by their own childhood fears, which in Dina's case was tornadoes.
