These are mutated giant rats found beneath London in 1889.
Described by the Doctor as 10 ft long (~ 3 meters) from whiskers to tail; these carnivorous rats were created as a result of Magnus Greel's experiments with a psionic amplification field, and were employed as guards to keep people away from his lair, which can be accessed from the sewers.
