The Tar Monster is one of the villains in Scooby-Doo 2: Monsters Unleashed. He is an amorphous, one-eyed creature and as his name prescribed; being made from a pure liquid substance that was brought to life by Dr. Jonathan Jacobo using a machine which turns costumes into real monsters.

- He was based on the costume worn by the culprit of the The Scooby-Doo Show episode "The Tar Monster" (1978).
- The Tar Monster also appeared as a computer simulation in Scooby-Doo and the Cyber Chase, where he is one of the minions of the Phantom Virus.
- As a costume, he has a white eye and teeth while his cartoon version had one green eye and had no teeth.
