The Cat in the Hat is a character created by Dr. Seuss. He has appeared in many books, TV specials, movies and cartoons . In the 2003 live action movie, it was revealed he originates from an alternate dimension which seems to parallel Earth in many aspects (it has its own Philippines, for instance), but in which the laws of physics give way to whimsical scenery and chaos.
In the original book, the Cat in the Hat appeared to a young pair of siblings on a rainy day while their mother was away and the children were bored because they had nothing to do. The Cat tried to entertain them with juggling tricks and other fun activities, in spite of the warnings of the family's pet fish, who didn't want the house to be a mess when the mother returned. Sure enough, the Cat's wild antics resulted in a big mess, but fortunately, he produced a fancy machine to help to clean and tidy up the house just in time before the kids' mother arrived. In this first appearance, the Cat doesn't show any actual magic or supernatural abilities, although his origins are not known.
In The Cat in the Hat Comes Back, the Cat shows up once again to the same children, this time during winter, and once again causes trouble. When he takes out his hat, he reveals a smaller cat, also wearing a hat, called Little Cat A, who in turn has another, smaller version of himself inside his hat called Little Cat B. A series of progressively smaller cats are revealed this way, culminating in Little Cat Z, who is too small to be seen. Once Little Cat Z takes out his hat, he produces something called a "Voom", which manifests as a tornado-like phenomenon that cleans-up the snow around the house.

In the live-action movie (which follows a similar plot to the first book), the Cat's magical abilities come from his hat. Without his hat, he claims to be "just your garden-variety six-foot-tall talking cat". He can alter his appearance, duplicate himself and warp reality to comedic effects. He comes from another dimension, and has a box that can communicate with his native realm and which, if left open long enough, can alter reality by mixing up the Cat's world with the human world.
The Cat in the Hat is playful and knows lots of tricks. In The Cat in the Hat Knows a Lot About That!, he teaches kids educational things.
The Cat in the Hat appears alongside the Grinch in The Grinch Grinches the Cat in the Hat. Since he lives in a alternate dimension it may be possible that the other Dr. Seuss characters might live there.
